Why not dogs allowed on Brighton Pier?

I visited Brighton yesterday with his wife and dog, good day and we went for a walk in Pier have been on the beach. For some reason now not allow dogs anywhere in the dock. Can anyone explain why (if you are anti-dog do not bother answering) responsible dog owners to clean up after their dogs wherever they go. And the dog would be in a place as unlikely to jump over fairly high barrier to enter the sea. Brighton Pier is a pleasure. I would not expect to have the dog in the arcades, restaurants, etc.

Apparently, the dogs can not read ads that say "do not let your dog foul"
